The facial proportions are pretty good-- the face could stand to be a little shorter, but I've seen women with chins that long so it's not too much of a problem.
I think the values could have been pushed a lot more-- right now it looks very flat and lifeless. The fading is very inconsistent, too, especially at the bottom, where the chest starts fading right below the collarbone, but the hair doesn't fade until well after that.
The feathers are very wiry-- it looks like half of it has been torn out and only a few strands remain. I would definitely recommend adding in color underneath it and shading, just as you would shade hair.
Sorry if I'm unusually blunt today, I've been tired and stressed lately. :<
